To-day the American Minister showed me a telegram
which he has received from Shanghai from the American

ernment that the Chinese delegates will remain passive
at the Conference and refrain from putting forward any
proposals.
I informed Mr. Rockhill that the Wai-wu Pu had
told me that they were perfectly satisfied with the
provisional arrangement of 1907 which they had no de-
sire to revise.
Mr. Rockhill agreed that this arrangement should
not be disturbed, serving as it does as a useful in-
centive for Chinese action.
